President Déby, [handwritten:] Dear Friend,
On your re-election as Head of State of Chad, I extend to you my warm congratulations and wish you every success in your high office.
Despite difficult circumstances, the presidential election proceeded in a calm atmosphere throughout Chad and under the supervision of African Union observers. This new mandate now gives you the opportunity to re-establish national unity and restore the harmony the Chadian people yearn for.
So I welcome your intention to promote a political dialogue with all the Chadian players who are refusing to resort to violence. Such a process will contribute, I am sure, to the return of peace and stability in your country.
France will support your desire for openness and continue to stand resolutely as a friend alongside the Chadian people, as she has always done.
(complimentary close, with handwritten addition).
